How to upload a wordpress backup on to a site?

Hey,
My site went down a while ago now, i just need to know how to upload my backup file back onto the site, is it on the dashboard in wordpress or on cpanel or something?

You should be able to go to the Tools menu on the left sidebar in your dashboard and click "Import."
Then click the "Wordpress" link to import a WordPress backup file.

Essentially you need a webhost, either free or paid, download WordPress from WordPress.org, upload to your webhost, then download Comicpress and upload that as well. This site has a fairly straightforward, easy to understand tutorial.

How has the media and technology changed the way political parties operate and nominate candidates? Give three examples.
1. Candidate Appeal: They must now be marketed as a celebrity. Their ‘view-ability’ trumps ability.
2. Political Content: As viewers become information lazy – they require information fed to them in quick bites, as they lose interest easily and need to be entertained and stimulated with video as opposed to audio. Information must be vague, and appeal to an already established political view.
3. Media Political Persuasion: The media has broken a basic rule; they impose their political view, often subliminally to viewers. Liberalism tends to do this on TV media without making the viewers aware of what their political position is, delivering opinions as fact. Conservatives rule radio, but disclose what their persuasion is and tend to do a better job letting people know when they are delivering opinion or facts.
